When she got actual push back over that, she very quietly told the county attorney to drop all the cases.

Lancaster County Sheriff was assisting the Lincoln Police Department due to it being the city's jurisdiction. It was Lincoln Police Chief that told the Sheriff to stand down in the city. Let's not forget that due to liability issues the Police Chief and the Sheriff are in constant communication with their (City/County) attorneys who advise them.
Had the riots continued only then (guessing here) would there have been a need for the Sheriff to attempt to supercede the Mayor for Public Safety. But that too would take time to go through all the channels and put forth an order.
The Sheriff can't just impede everytime he doesn't agree with the Mayor. There has to be more than one incident. Otherwise then there literally could be a war between Police Officers and Sheriff Deputies
There are not only statues in place, but policies, protocols, and advisory boards. Otherwise the Sheriff could be a local dictator. And that isn't what the public needs either.
