Right on! You understand the FF's intent! Federalism does not meant a federal gov't. It means a combination of federal (for all) and local through independent states (we the people!). What is in the Constitution is for every citizen "equally" with protections via the Federal Gov't and it's agencies.
All the rest is up to the soverign states and it's people are soverign.. all other laws etc. "reserved to the states" More later ....!
