Fear rules the NEGOP. They buy fraudulent elections, refuse to let ideas compete, refuse to make their “nominee” (actually Ricketts’ nominee) speak at county meetings, and then refuse to let any other gubernatorial candidates speak. I thought our elections belonged to our counties?? Is this a dictatorship??
That’s not the reason I’m writing right now. I just had to throw that in. More later.
The reason I’m writing is to share what I just sent to our state “government” (every member of the executive and legislative branches). It’s not that long. I just included the list of recipients at the bottom.

Friends and "Public Servants,"
An election without verifiability is not an election. (HAVA requires audit capacity. More on that in a minute.)
An election where votes are counted in secret is not an election.
A Secretary who gives millions of our tax dollars to a private company to have his race counted in secret is engaging in a conflict of interest (not to mention an appearance of evil) like no other.
The tabulators do more than simply kick out a total list of votes at the end. They keep a digital record of the votes from every ballot.
We have requested a copy of that digital compilation of ballot-derived vote records (i.e., election verification data) from Evnen's secret tabulators. He refuses to export it.
There can only be one reason for his refusal and absolute lack of transparency. He's protecting and hiding election fraud, on a massive scale. This is criminal behavior of the worst kind, whether codified or not. And AG Peterson is protecting it. So is everyone else who refuses to speak out against this evil. They are complicit. You are complicit, if you are in a position to do something about it and refuse to do so.

Evnen himself admits there are huge incentives to cheat in elections. All the more reason for him to prove to us that he's not allowing cheating to occur. But he won't even try. We can only assume he's protecting fraud rather than preventing it.
I am filing a HAVA Title III complaint, and I will demand a hearing. (Just a little heads up for our criminal conspirator.)

COMPLAINT
Nebraska Secretary of State Robert Evnen is in violation of HAVA Title III, §21081, where highlighted below:
§21081. Voting systems standards
(a) Requirements
(2) Audit capacity
(A) In general
The voting system shall produce a record with an audit capacity for such system.
(B) Manual audit capacity
(i) The voting system shall produce a permanent paper record with a manual audit capacity for such system.
(iii) The paper record produced under subparagraph (A) shall be available as an official record for any recount conducted with respect to any election in which the system is used.
(5) Error rates
The error rate of the voting system in counting ballots (determined by taking into account only those errors which are attributable to the voting system and not attributable to an act of the voter) shall comply with the error rate standards established under section 3.2.1 of the voting systems standards issued by the Federal Election Commission which are in effect on October 29, 2002.

Discussion
1) Nebraska’s "voting system" offers no “audit capacity” to Nebraska voters (who pay for and own the system).
Evnen alone is responsible for this violation. He refuses to make our paper ballots available to voters.
There is nothing in Nebraska law that prevents Evnen from defining an election as inherently including a "manual audit," before the ballots are stored away. In fact, reason and the rule of law demand it. Our entire system of government depends on honest elections. Our God-given right to self-government requires honest (transparent and verifiable) elections.
Evnen pushes out "unofficial" and "official" results. No election should be regarded as "official" without an independent audit (verification).
Evnen ALSO refuses to make the simple alternative (to paper ballots) available to Nebraska voters—the election/tabulator verification data, i.e., the digital ballot-derived vote records on the tabulators. This takes nothing. He refuses to provide even the simplest and slightest transparency. He's in bed with ES&S.
There is nothing illegal about transparency and verifiability. Quite to the contrary.
Bottom line: Nebraska has no audit capacity for voters, as required by HAVA, paper ballots notwithstanding. Because Evnen won't allow it.
2) Neither Evnen nor ES&S can guarantee that Nebraska’s voting system complies with the following HAVA/federal error rate standard:
The error rate standard referenced in the law is “a target error rate of no more than one in 10,000,000 ballot positions, with a maximum acceptable error rate in the test process of one in 500,000 ballot positions.” A ballot position, also called vote position, is any choice presented to the voter, such as a single candidate in a contest or a single response to an issue.
Accuracy CANNOT be determined by small test batches. Nor can accuracy be determined without looking at the source code.
Nebraska voters are waiting for our "public servants" to do their jobs.

Can each county file a HAVA complaint against their local clerk, if the clerk is refusing to provide requested records?
I'll research this more if that is possible.
