Our not-so-honorable NE SoS Bob Evnen recently gave this testimony before a senate committee. He continues to dig his heels in.
NO ONE has said the machines can't count accurately. Test decks obviously show they can, if maintained properly. But test decks aren't proof of accurate and honest elections, because the machines know the difference between test mode and live mode, and because they can be programmed to cheat in the latter without cheating in the former. (Moreover, they can be programmed to cheat in some precincts and not others. So much for Evnen's self-audits.)
Programming the machines to cheat can be as easy as simply (and innocently) inserting a USB stick into them, as cyber security expert Mark Cook demonstrates in this video at the 24 min mark.
The machines simply can't be trusted. There are too many points of vulnerability (as Mark points out in the video above) and the stakes are too high.
They certainly can't be trusted simply because Evnen says so! Evnen himself can't be trusted, for the following reasons:
1) he makes claims he can't possibly know to be true;
2) he "trusts" the word of a private company that has motive and opportunity to cheat (every machine have a "back door" that makes cheating possible);
3) he refuses to be completely transparent about how the machines are counting our votes.
Evnen could easily provide machine data showing how our votes were counted. HE REFUSES TO DO SO.

See pg 3 for the description of what each tabulator (DS200, 450 and 850) was designed to do, i.e., convert ballot voter selection marks to electronic cast vote records (CVRs).
These CVRs could provide insight into whether our votes are being tabulated honestly or not. Evnen refuses to make them available to us. County election officials also refuse to make them available, most likely because Evnen told them not to.
These are public records. They belong to the Public. Elections belong to the Public. We pay for them. Elections are the means by which "the governed" give their consent.
There's only one reason why Evnen refuses to be transparent and provide us with the CVRs. He's running cover for ES&S and their manipulation of our elections. In other words, he's in cahoots.
What I would like to know is where Evnen's party is at on all this? When it comes to self-government, nothing is more important than actual "consent of the governed." Moreover, all human government is part of the moral government of God. God is not happy with injustice. He's not happy when we stand by and do nothing (nothing of substance) in the face of injustice. Evnen is the reason Republicans don't have a supermajority in the Legislature. How much evil is being perpetrated because good legislation wasn't passed this session? Evnen should be kicked OUT of the party. But then, that would require the party to have cojones. Maybe the party isn't really the party. Maybe the party is really part of the elite ruling class uniparty, which would explain why they get along so well with a closet Democrat like Evnen. Either way, it's not going to end well for him. He has literally betrayed voters and their right to verifiably honest elections.
In-person, election-day voting with precinct-level video-recorded hand-counts after the polls close, followed by immediate reporting to the precinct, is the only way to conduct honest elections, without which self-government is impossible.

Some of these details seem to be presented differently enough to give a little more enhanced overview of election machine vulnerabilities. The technical details start at about 19 minutes in.
