A quick couple shares, as I’m in transition.
I recently sent the following Public Records Request to one of our rural county election offices:
Subject: Public Records Request
Dear [County Election Official]-
The Secretary's website says hand counting is "cheaper than all of the costs associated with utilizing electronic machines, despite the increased labor needs." Traditional hand counting also happens to be the gold standard in accuracy, and the means by which the SoS attempts to prove integrity in our elections with his (self-)audits.
The spirit of this request is to try to get some idea about just how much more expensive electronic voting machine systems are costing us at the county level.
The SoS and his deputy prioritize speed in obtaining election results, and therefore pursue that self-interest over and against the interest of the People—which is for transparency and verifiability in our election results. Machine counts have made life easy for them [for now].
There are many holes in Wayne Bena's narrative that our elections are secure. He's not a software expert. He's not a voting machine expert. He's not a cyber security expert. He takes ES&S at their word. ES&S has a long history of election maladministration. They also refuse to be transparent and provide any machine data. Evnen and Bena allow them to get away with it. Counting votes in the dark with secret software is not the way to conduct elections. There's a reason for all this secrecy and it's not a good reason.
Elections belong to the People, not the SoS. The People of our counties pay for our elections. But more importantly, our elections are supposed to be the means by which the People choose their representatives. Right now, we have no evidence that our vote counts aren't being manipulated by machine software. Partial-race, precinct-based self-audits don't prove anything. Nor do test batch counts or mock elections. These provisions can easily be factored into software that is otherwise designed to cheat.
Here's my request. Pursuant to Nebraska Public Records Law § 84-712 et seq., I am hereby requesting a digital copy of the following:
-any document showing the specific expense associated with updating electronic voting machine equipment software prior to a given election
-any document showing the specific expense associated with electronic voting machine maintenance (beyond software updates) prior to a given election
-any document showing the specific expense associated with the purchase of machine-readable ballots prior to a give election
-any document showing the specific expense associated with providing for cyber security before, during and after elections
-any document showing the specific expense associated with securing physical storage of electronic voting machine equipment between elections
-any document showing the specific expense associated with training on how to use your electronic voting machine equipment prior to a given election
-any document showing the specific expense associated with post-election manual audits needed to verify the machine count after a given election
Thank you for your assistance. You have always been helpful. I'm not trying to make life difficult for you.
To make things simple, you could simply provide, via email reply, a dollar figure in response to each item and that would suffice on my end. But I don't know if you're interested in doing that.

P.S. Our counties are supposed to have autonomy in their elections. This is one of the checks and balances in our compound republic.
If the state is subsidizing our county elections, they are effectively buying them off, hijacking them and centralizing them for easier cheating. (One man writing software can manipulate the entire state vote count.)
There is nothing in state law that prohibits hand counting or authorizes the SoS to mandate the type of election system a county uses. Quite to the contrary.
This is the response I got:
Wheeler County paid ES&S $5,031.29 for set up and ballots for the general election.
